If budget is a concern, you should also consider the possibility of buying a faster lens for your D60.  What distance are you shooting the runners from? If you're on the field with them then something like a 50mm f/1.8 or 85mm f/1.8 would let you get more light into your camera before you need to increase the ISO.  But if you're way back in the stands then it would get very costly to get a fast telephoto lens.

The D7000 is better than the D60 in every way (except being bigger and heavier).  With respect to light sensitivity, it can go much higher in ISO (25,600 instead of 3,200) and also has better image quality.  If you're looking to upgrade, then it's a fine choice.
