Well the 7d is unquestionably the better upgrade, as the t3i is technically a downgrade for you, despite having some better specs.
My recommendation for you though would actually be upgrading to a 50d as both these options will force you to buy all new batteries, and the t3i is a different memory card as well. While you would likely enjoy the increased ISO capabilities of the 7D, the focusing system is probably overkill for your needs.Which camera do you recommend for Jim-Dabler?

The 7D has a noticeably larger viewfinder, which makes it easier to see what you're photographing. It has a more solid construction and doesn't have a flip out panel that is 99.9% useless for stills.
You'll also find the button layout on the 7D is much closer to what you're already familiar with on the 20D. See for yourself (scroll down near the bottom)

thank you for the response, yes I know, isn't funny since the 20d came out and all the other models 20da,30d,40d,50d,60d, and know the 7d layout is almost the same as the 20d. Everything comes about. Everything concidered I think I will to with the 7d just in case I need the extra features later on. I can wait a little and MAYBE the cost will come down.. Whatever, thanx for your help..
