You can buy a used Canon 40D for about the same price as the XSI. If you don't need video, that's what I would do. It's a semi-pro model.

These are both great choices for a beginner. I used the XSi for two years and enjoyed it thoroughly. The Nikon D3000 can go one stop higher in ISO and has slightly better image quality. But these two are so close that it doesn't really matter. I suggest you go for whichever you can find the best deal on.
And if he still really enjoys photography, a 50mm f/1.8 or f/1.4 lens would make a great follow-up anniversary or Christmas gift :)
