1. set the camera to shoot fine..not raw or raw& jpeg
2. go into full manual mode
3. at the iso setting choose what iso you want but from the Multi Frame NR

The manual doesn't say anything about boosting over 16,000 ISO... but the product page suggests it's possible via a "Multi Frame NR". So check out the options for noise reduction and maybe you'll see it.
Also, don't be afraid to call the Sony tech support line.
