The 60D and T4i are going to deliver the same image quality. But I'd favour the 60D over the T4i because I think the touch-screen on the T4i is a negative.
Both cameras come with a decent kit lens... but you'll want to add a fast prime lens (e.g. 50mm f/1.8 or 50mm f/1.4)
From the Canons I agree with Philip. But in the same price category, there's still a better and more versatile choice, the Pentax K-5.
