I intend to use the camera for taking pictures and recording video in low light conditions

Which camera do you recommend for panpetar?

Sony DSC-HX200V - $348
18 MP|33.8x f/2.8|1/2.5" Backlit CMOS|3" LCD
Sony DSC-HX20V - $383
18 MP|20x f/3.2|1/2.5" EXMOR|3" LCD

These cameras are quite similar, I would go with the HX200v because it has a larger zoom and wider aperture to allow in more light.

I would choose neither one of these cameras for low-light conditions. Their sensors are way too small to get proper results.

If you spend a little more, you can get a MUCH better camera with excellent low-light capabilities. I recommend considering Nikon D5100, Canon T3i or Sony A57.

If you especially want a fixed lens/superzoom combination, Panasonic FZ150 is a better alternative than these two Sonys.

Yes, I want superzoom traveling camera. HX200v isn't tipical travel camera but in spite of that could come into consideration. Yes, I konw that Panasonic is excellent camera wihich is more compact than hx200v. Video mode has several options for adjusting on Panasonic camera which is very good for a camera of this type. The problem is that the camera is too expensive for me. I'll have to think a little more. Thanks a lot for reply!
